Compared with most European member states, mobile broadband In Ireland has experienced strong growth over the past two years. However, Ireland still ranks below the EU27 average fixed broadband penetration, with 20.2% and 22.9% respectively. Infrastructure competition in the broadband market is one way to increase the penetration rate of fixed broadband, and as such the Irish regulator ComReg, imposed a substantial price cut on monthly rental charges for shared access to LLU in 2009. The 91% reduction of wholesale tariffs will promote competition in the Irish fixed broadband market, and should ultimately lead to faster broadband speeds and lower prices for end users.

Decisions on spectrum refarming and the digital dividend are still pending, despite ComReg having conducted a lengthy and thorough consultation process. The future use of the digital dividend and liberalization of the 900MHz and 1,800MHz bands in Ireland are the current major regulatory issues at stake. ComReg is expected to make a decision on these issues as soon as possible.

In the retail market analysis of 2005, ComReg separated the retail fixed call market from the retail fixed access market, and in October 2007 it removed all remedies in the former given the level of competition. For the retail fixed access market, ComReg imposed a retail price cap remedy on Eircom. It will review this market again in the second half of 2010 to decide whether deregulation is appropriate.

Over the last 20 years, international sourcing activities have intensified as buyers have searched the world to find the best supply sources for their companies.

It is not surprising, therefore, that the distribution of apparel production varies considerably from that of apparel consumption. It is estimated that global consumption of apparel is worth between US$550 bn and US$570 bn a year. About a third is consumed in Europe, a third in the USA and a third in Asia.

However, Asia accounts for an overwhelming 71% of the world’s apparel production, while only 14% is made in continental Europe, 11% in the Americas, and 4% in Africa and the Middle East.

This report examines trends in EU imports and import prices for textiles and clothing as a whole and for 12 major product categories, namely cotton yarn, fabrics woven from synthetic staple fibres, fabrics woven from synthetic filament yarn, T-shirts, pullovers, trousers, women’s blouses, men’s shirts, women’s overcoats, women’s dresses, women’s skirts, and women’s suits.

Overall, EU textile and clothing imports fell in value by 7.0% in 2009, to Euro74.93 bn (US$104.11 bn). This was the first fall since 2003. Textile imports were down by 16.2% in value terms and by 13.8% in volume, while clothing imports fell by 3.8% in value and 6.8% in volume. In the first two months of 2010, imports continued to decline—by 11.3% in value and 1.5% in volume—compared with the corresponding period a year earlier. However, the drop was due almost
entirely to a fall in clothing imports, amounting to 14.4% in value and 9.4% in volume. Textile imports were down by a marginal 0.3% in value but rose by 5.2% in volume.

The average price of textile and clothing imports rose in 2009. However, the rise was due entirely to an increase in the price of clothing imports as the price of textile imports fell. Some suppliers increased their prices in order to maintain revenues in the face of falling sales volumes as the global financial crisis took hold. However, many suppliers have been moving to higher value products.

Seven of the ten largest textile and clothing suppliers to the EU raised their prices in 2009. Among these, the industry in Vietnam continued to increase its prices significantly after cutting them in 2006. There was also a substantial rise in the average price of imports from Bangladesh. During the first two months of 2010, however, nine of the top ten suppliers cut their prices as they attempted to maintain sales volumes. The one exception was Tunisia.
